Sir,

I have the honour to refer to condition (3) in

your telegram of the 12th. August under which coal is to be suppli--

-ed to importing firms abroad, namely

"That no coal is sold by one importer to another importer

without express authority".

I have found it necessary to authorise a

departure from this condition in the case of small shipments of coal

to the ports in South China especially the West River. The number

of export permits issued for this purpose is from 15 to 25 a day,

and it is practically a retail trade. There is no doubt about the

destination of such shipments, but the coal on arrival is sold to

persons other than the original importer.
